Converge Heritage + Community was engaged by Whitehaven Coal Limited to assess Non‑Indigenous Cultural Heritage for the Blackwater North Extension Project, an expansion of the long‑established Blackwater Mine. The mine opened in 1967 and was one of the earliest open-cut coal mines in the region. A desktop assessment was undertaken to identify potential heritage places and inform a targeted field survey. The survey combined vehicle and pedestrian inspection, focusing on locations identified through research and stakeholder consultation. Identified sites were assessed for significance, and an impact assessment was prepared to determine the likely effects of the proposed works. A comprehensive set of recommendations and mitigation measures was provided to support the client in managing heritage obligations for the project.
